Fraudulent actors posing as the Security Service of Ukraine have infiltrated over 100 governmental computer systems.
On August 12, the Computer Emergency Response Team of Ukraine (CERT-UA), part of the State Service of Special Communications and Information Protection (SSSCIP), reported the breach, noting the advanced strategies used by the infiltrators.
Phishing Campaign Targets Government Networks
The breach initiated through a large-scale phishing campaign involving emails that masqueraded as official correspondence from the Security Service of Ukraine. These deceptive messages included a link to download a file titled “Documents.zip.”
When recipients clicked on the link, they unknowingly installed an MSI file embedded with ANONVNC malware. This malicious software provides attackers with covert, unauthorized access to the victim’s systems, allowing them to operate undetected within the compromised networks.
CERT-UA’s analysis indicated that the attack was aimed at both central and local government entities, impacting over 100 computers. The malicious activity has been classified under the identifier UAC-0198, aiding cybersecurity professionals in their efforts to address the breach.
Immediate Countermeasures and Security Enhancements
CERT-UA has quickly mobilized to address the threat, taking steps to isolate affected systems, curb the spread of the malware, and secure the compromised networks.
The team has also issued alerts and provided guidance to governmental organizations to bolster their cybersecurity measures and mitigate the risk of similar incidents in the future.

The investigation into the attack continues, with CERT-UA working alongside global cybersecurity experts to trace the source and uncover the perpetrators.
